Your GTA SA have mods that might be corrupted. Which cause your SA-MP and/or GTA SA crash and not to work. And this might be also a corrupted/missing file that is important to run SA-MP. The best thing to do, is delete(uninstall) your whole GTA San Andreas. And then Install it again and it will work fine.
