This is a problem with San Andreas, but why do you need >60 FPS? "Over three hundred" or "999" FPS is not helping you in any way, it's not more visually appealing, and yes, it will break games.
San Andreas seems to have a problem that the higher your FPS, the slower you swim. If you use /fpslimit 20, for example, you will swim much faster than others at higher FPS.
