If by ELM you mean "Emergency Lights mod" this mod is only easy to install.

You will need CLEO4 installed, then you download ELM. The Installers do the work for you.

If you ever install skin/grapic/car mods i reccomend using SAMI (San Andreas Mod installer). Most times it works, if it does not work you just get a .IMG editor and do it manualy.
