Second, Do you Have ani ASI Plugins?
Third, Delete gta_sa.set another time. (if you didn't)
Forth, What is your OS? Win 8.1? Win 7? Win 8? Try it in Compatibility mode. (win xp, me, 2000, 98, 95, etc.)
