Than you may have this wrong.
- Your includes ( It's very hard to run them under Triangle Host ).
- Your Port is wrong.
- You didn't change the RCON Password.
- Or, You must have the permission of the Team.
I'm not very sure what is your probleme, But mostly, It looks includes issue.
Note: Bind must be the last line.
