On your low power mini server you can easily have 200-350 players. A SA-MP server ( just plain ) isn't that RAM-hungry, and you should be fine. However, you might get some lag due to it being ddr2.
If you install a version of ubuntu on your retired gaming PC, you'd get the best specs, for the lowest power consumption ). You may want to consider switching to ubuntu.
As for your download speed. It's O.K. but I'd say, rent a rack at a data centre for your server - since you'll get the best internet speed there as well.
