Man I appreciate that you're tryingn to help but what I don't appreciate is that you didn't pay attention to my first post which says:

" No mods what so ever. Fresh install of GTA and SA:MP with every files deleted before re-installation such as GTA User Settings and remaining files and folders in the installation folder. "

Anyway, problem fixed. I'm not sure what caused the problem, but it could be:

CLEO 4 that was not removed through Control Panel.
MalwareBytes blocked some of the files?

Problem solved.
