What you have is Website Hosting, not Server Hosting. You cannot run a SA-MP server from a website.
You are correct that you can't get a static IP with your 3 mobile dongle (unless you have some serious cash), in addition it's impossible to portforward using it as you do not have control over the gateway.
For testing, as long as you only need 1 person, you can just host on your PC and play there. For more than that, you will either need to rent a server from a hoster, or buy a cheap VPS.
