That's how it is right now, the people who can add bans are part of the SA-MP betateam and only on official servers.

Great idea but what if a player goes on a server and he will be banned for a wrong reason then he is banned from all official servers
And official servers can unban to?

You only get blacklisted if you cheat, a ban on a server does not equal a blacklist.
And if you cheat, you will get blacklisted from every server using Sprunk Buster, which hopefully be lots of them
