IRC_SERVER is what irc you are using.
If you are using mibbit do
Leave IRC_PORT as it is. And IRC_CHANNEL is the channel you want to send the bots etc.
To make IRC commands, use IRCCMD, I bet there will be instructions in the FS you are using.
