Ahm, if you're on local host, then read this;
You can't view your server via your IP Address - only other players/friends can view it. You can't view it. In order to join the server, you would like to add localhost:<YOUR PORT> at your SA-MP favorites. Else, if you'd like to see if your server is online, you can also try SACNR Monitor.

If this works, you should've used your common sense before.
