HI readers

I want to know this;
In a server where I play the players lose health while they are in a car. (if they crash)
Could anyone help me out with this?
I want to script something simular.
and when you do like
/seatbelt
You lose less health.
Please make this for me in dcmd or strcmp.
(the /seatbelt cmd)
And Please show me how they do this?
I think I know how but I dont know the callbacks and such
