I just had a theory to fix it.
use an enum :
enum pData
inside it pFreeze or pCanMove or pControllable
when u wanna to freeze a player use this :
Then in the callback
OnPlayerStateChange
if State is passenger :
unfreeze player
remove player from vehicle
and then freeze player.
i think this is can be a fix for ur problem
