First of all, removing password encryption is a terrible idea. This will put your player's account security at high risk, and important data could be compromised, due to the fact that some players use the same password at most places. Just because it's SA-MP, doesn't mean that security has to be treated in a different way.

Anyways, there is no way that you could possibly decrypt an encrypted password, since that defeats the purpose of hashing (the first reply summed it up).
