Script a little bit, i thought the sirene was a sound so use:

PlayerPlaySound(playerid, soundid, 0.0, 0.0, 0.0);

On the place where SoundId standing is you must enter the sound id for the siren and make an hotkey, when the player press the hotkey you must use this function. Make something you can only use the hotkey when your at an sultan. I wil find it out for you and post here, please try somethig by your self.
