So,when people connects for first time,he would need to complete some questions,and the admins would accept or decline his account.
I`m gonna use this for a rp server so let`s say the questions are like this:
Explain MG:
answer
Explain PG:
answer.
And then,an admin online would get his answers when he finish and can type /acceptaccount or /refuseaccount.
Also,it needs a pending registration,when there are no admins online and a command like /pendingaccounts .
