Same thing happened to me, I run Vista, not sure what you have... but I think if you run it as administrator, it'll help. Right click the .exe->Properties->Compatibility then check run as administrator, for both the samp.exe and the gta_sa.exe

Not sure if that's all I did, it's been a few months since the reformat.
