It is mostly the objects siren, neon lights or any particle effect which is nearby those object causes its reflection on the objects. It could be any stuff related to pure SA-MP bug OR even GTA SA bug which has never been reported. Try to revert what you've done before this colour bug.
If you're using Windows 7 or 8+, try disabling Aero Effects.
Make sure you are NOT using any type of modifications which relate to graphical stuff like ENB series mod, misc mods.
Also mention your client version and server version.
