It means that the player isn't in perfect sync with where you see him on your screen even with low pings at times. When a player is moving their position can be delayed behind where they actually are, so experiment with lead aiming (aim ahead of them) and get the right zone where you can hit them (hitbox).

It takes a little getting use to compared to other FPS.
