Couldn't it just be that your IP is listed in the samp.ban file? I don't know what you talked about with the server owner, but I guess it's worth the shot to let him check the ban file (and to use the reloadbans console/rcon command after removing your IP, if it's there).
I wouldn't know otherwise. I had this issue when reconnecting a few times while staying in game (server making me lose connection and then establish connection again, a few times).
