SA-MP kind of has multiple "Craft-Bukkits". For instance, the main "Bukkit" is your gamemode (GM) - Your server is entirely built on and focused on the gamemode or as your Minecrafters call Bukkit. And then, you have Filterscripts or Bukkit Addons. Filterscripts build up your server further - For instance admin system (If the gamemode doesn't have an admin system scripted), or other unique things like Fireworks. And in the end, plugins - Server the same thing as Bukkit plugins.
Scripting will be hard for those unfamiliar with the syntax, or those who are complete amateur when it comes to scripting. If you are new to all of this, then it will take a while(Well if you focus on it entirely, and always practice you can learn the basics in a short time).
