first the ip address that you are giving him is either 127.0.0.1 or starts with 192 those are local address' 127 is local machine and 192 is for machines that are directly connected to your comp via router.
The ip you need is your external ip address... go here to find it www.ipchicken.com
then take that ip and then add a : and your port and that is your server address... but if you are working on a router you will need to forward your port for more info on port fowarding you will have to ****** it
