I was actually tired, and didn't have time to come up with a whole new concept.

Anyways, a concept for a GTA game would be "GTA: San Andreas Stories". It starts in 1987 where CJ has just left San Andreas to live in LC; you start off as Sweet and you have to do missions for your "hood". There would be entirely different radio stations, vehicles and weapons, since we're talking 5 years before 1992; there were no rap stations or jetpacks, and most of San Andreas would look much different - some businesses present in original SA would be absent in this one, and pedestrians would also look different. It would also be played on the beta San Andreas map.
