Nopes. It just let you make a domain-alike which it can update your IP everytime it change.

let's say you have registered to no-ip and named your domain to yourserver.samp:7777
now the (yoursserver.samp) will be your IP. No-IP will automatically update your IP everytime it changes.
So you dont need to 127.0.0.1:7777 or whatever your public IP is. you just put yourserver.samp:7777
