Hi,
I've read some days ago this:

Things which might fix:
1. Run as administrator (samp.exe and gta_sa.exe)
2. Disable multicore in samp.cfg
3. Rename your GTA San Andreas folder (e.g. to "GTA San Andreas2")
4. Change compatibility settings of gta_sa.exe:
- run in Windows98/2000/XP (changing to Win98 will cause this bug however, save your favourites first)
- disable theme's
- disable desktop composition (or however that is called in windows )
- just generally mess with those settings, check after each change however
