Or did you just try to use VPS? Mostly VPS IP are banned from SA-MP. Correct me if i'm wrong.

Or try.

1. Open windows command prompt Start\ Run\cmd\ok

2. To release your Ip address ipconfig/release
Enter

3. To renew your IP address ipconfig/renew
Enter


Or maybe someone use your account.
