First of all, update the samp server to 0.3x R2.
Then update the sscanf plugin because you use an older version. Get sscanf.dll and sscanf2.inc and replace them with the old files. Re-compile your scripts and run your server. It should work.
PS: The crashdetect plugin is an older version as well. 4.12 is the latest version and you have 4.8.5
