Well, im not sure that samp can do anything for this, but I know a way

1, talk with your host and get that ddoser's ip (if he changes it, try to get last 5)
2, try to locate the ip,

3, get some prove that he hacks, ( if you get profe from more servers, will be good )
4, take this all thinks and try to report that kid on Fbi or police
