No, you don't need to define anything.
When using UsePlayerPedAnims: Everyone runs like CJ, no matter what their skin is.
When NOT using UsePlayerPedAnims: Everyone will run like their skin would normally run. Example: Lady would run like a girl, fat people would run like fat people etc.
