I don't think the range ban is the ultimate solution. By banning a range you ban a lot of people. I encountered this problem when I tried to ban a hacker. 5 guys had the same range and couldn't connect to the server. This problem is serious. The SA-MP team should work out some sort of white list for the users that have static IP's.

Range ban is simple it bans the ip address so if someone were to login with same ip address they would be kicked from server. I ranged banned someone for trying to ddos me. It doesn't matter who hacks on server as a admin its your responsibility to handle them. If they hack then ban them if they evade then range ban. Its so simple
Limiting IP addresses will not do the hackers will easily override the normal ban and cause a problem for the admins hackers nowadays coming up with sa-mp hacks , anti ban hacks , trying to take over someone's server common sense tells a person "How do I stop people from attempting to take over my server? Hmmm I know if I put rcon 0 on my server it stop the breaches as well as antiddos on server and a admin team of 6 admins that knows how to handle hackers well"
