I don't think the range ban is the ultimate solution. By banning a range you ban a lot of people. I encountered this problem when I tried to ban a hacker. 5 guys had the same range and couldn't connect to the server. This problem is serious. The SA-MP team should work out some sort of white list for the users that have static IP's.
