WAMP is simply a collection of services used to create a web server. It stands for 'Windows Apache MySql PHP". There is also LAMP, MAMP and XAMPP is more like an extended version together with Perl.

@OP: Could you give us some more information about the setup you are running and what is happening when you try to start WAMP? Any errors, notices etc are good.
