The same thing I said still applies. Do you think you're the first moron to say "I want to run a community like NGG." Which, believe me, is stupid because NGG has got to be the absolute worst "community" in SA:MP. The amount of stupidity over there is sickening. Maybe you should go to their forums and ask what you need, actually. I'm sure you'd fit in just fine...
