Umm you must put game mod files in gamemodels folder then open server.cfg with notepad and put following a this
echo Executing Server Config...
lanmode 0
rcon_password *****
maxplayers 32
port 7777
hostname your server name
gamemode0 your game mod name 1
filterscripts what filterscripts u use
announce 1
query 1
weburl your server website
anticheat 1

And then run samp-server and ur server is up
