[Include] a_driveby - a simple, yet effective anti drive-by system

Good work, but there's even better way to prevent it by using SetPlayerArmedWeapon. Also hooking the GivePlayerWeapon and if the player is in vehicle the time gets the weapon, re-use SetPlayerArmedWeapon!
