• Downloading the server package.
• Extract it
• Open server.cfg and change the rcon_password
• Run samp-server.exe
• Run samp.exe and add server: localhost:7777
• Go in-game, do /rcon login password_here (Remember the one you changed at the 3rd step).
• Type /vspawner, select the vehicle you want, go to the place you want.
• Type /save

Done. Like I said, it's always better than debug mode.
