I don't know what level of experience you have, but i'm gonna dumb this down alot, please don't be offended:
1. Download the file, and extract the contents.
2. Place the Oysters.amx file in the following folder: samp02Xserver.win32\Filterscripts\ In Here
3. Go Up a level to the page with server.cfg and open it.
4. Find the line beginning with filterscripts, put a space on the end and add oysters, eg:
5. Save this file, and close it
6. Load the server, and check to see if it has worked..
