Download the latest 0.3x windows server: http://files.sa-mp.com/samp03x_svr_R1-2_win32.zip, extract it into your GameMode directory, overwrite any existing files and then edit your server.cfg again and then try to run it. They're probably old GameMode's running on older versions (0.3c, 0.3d, 0.3a, 0.3b.....).
