As in the awesome textdraws themselves? They're created using a Filterscript such as Zamaroht TextDraw Editor (here) or iPLEOMAX's TextDraw Editor (here).

Alternatively, if you're referring to having images (from the loading screen, etc) displayed, those are sprites, which can also be created using the above editors.
