It's a Grand Theft Auto: San Andreas bug. As the other users stated, SA:MP can't control vehicle lights once a vehicle has exploded. Do you happen to have an ELM CLEO modification? ELM stands for Emergency Light Mod and makes it so that the lights of your vehicle will blink fast/slow/medium, and a lot more to it.
