I don't think so. For one; Rockstar is probably one of the biggest mod supporters around. Almost all their games are moddable, and they even support MTA(Am I allowed to mention that name? I remember being told not to by Dugi once)

Second; SA-MP is one of the biggest modding community. Alot of people buy Gta SA just for SA-MP.
