A few things:
I DO NOT recommend tweaking BIOS options unless you REALLY know what you're doing. In this case, disabling Hyper-V will decrease performance significantly if you're virtualizing something. San Andreas does not touch anything regarding virtualization so I do not see this making a difference in this case.
Now:
When you installed Windows 8, did you do a clean install, or an upgrade?
Did you do a clean install of your drivers?
Did you reinstall SA:MP and GTA:SA? (Remember to remove SA User files in My Docs)
