But if you really want higher FPS, have you tried forcing VSync to be disabled via your graphic card options? I know NVidia allows this, not sure about the others. I'm not sure either if it will actually help.
Actually, in my experience, 31+ FPS causes bugs such as trouble toggling sirens and difficulty swimming or taking off with a Skimmer (seaplane). Not sure about the gradual increase. I've also NEVER experienced absolutely no movement at all - even at ~90 FPS.

For anyone interested: GTA: SA was designed for the PS2 to run at 25 FPS, and many things in GTA:SA are (stupidly) based on FPS, so problems arise when the FPS limit is removed/increased.
