This. The higher your FPS, the slower you swim. (50+ FPS = no movement at all.) The buggier the game becomes, basically.

But if you really want higher FPS, have you tried forcing VSync to be disabled via your graphic card options? I know NVidia allows this, not sure about the others. I'm not sure either if it will actually help.
