You have to make use of SA-MP 0.3x particles.
If you wish to make the fire extinguishable you must make also use of GetPlayerCameraFrontVector checking if the coordinates match to the particle ones, and gradually decreasing the health variable of the fire checking if the KEY_FIRE has been pressed on OnPlayerKeyStateChange.
