In SA:MP, it means nothing. It's an overused term that people seemingly don't understand.
However, "from scratch" basically means from the beginning. When you make cookies "from scratch" you put all of the ingredients into a bowl and mix it up yourself with as little or as much stuff as you want in the ingredients. As opposed to buying pre-made, ready to cook cookies from the grocery store.
The same applies to scripting; everything was made from scratch meaning [almost] every single line has been typed by the person (or people) writing the script.
