It also really depends on your CPU. 9% is not a lot in terms of server programs. What really matters is server load, you can usally see this in any control panel.
Basically, if you'd have a single thread CPU it'd be between 0 and 1, you should see it as a one lane road. If its 1 it means the traffic is basically jammed up. If it's 0 it's a free road. Obviously, if you'd have a quad core it'd be between 0 and 4. It can also grow higher, if this is the case you have a serious problem.
