Easy way to test things like this
Create another server (no mods, no customization just plain)
Do you get the problem? If no you know that its a script, so add scripts in one by one until you find the one that's causing the problem
If yes your plain server download may be corrupted, try getting the files again or you may have an underlying problem with your hardware/network.
