I don't quite understand what you mean, but if you mean that you want to create a free forum then you can try searching for SMF, phpBB or myBB. They are all free forum software, but you have to host them yourself.

If you want free forums that are hosted for you, try Googling "create a free forum". ProBoards, FreeForums.org and ForumMotion are a few that I have seen people use.
