It's no misfunction at all but more of a preference which could go 1 way or another, either have a way for people to freely give out rep either way or have it that almost none -rep is given out but that most likely might be valid(but many validones would get cut off):

What you don't see is that there would be many people out there with valid -rep reasons that wouldn't
be giving out -rep because they'd be afraid to get -repped back.

I don't care about it but this threads make me sick and I don't know how people can go that mad about some number on a forum. Just ignore the douchebag -rep and acknowledge the valid-ones.
